Baltimore County Teacher Joins Rally for DREAM Act
A Deer Park Middle School teacher is a speaker at a Saturday neighborhood canvassing event in Baltimore supporting the act.
Baltimore County teacher David Cooper said he was growing uncomfortable talking to his students about college when he knew they didn't all have a fair chance of attending.
Cooper, a seventh grade math teacher at Deer Park Middle School, is one of the speakers at a Saturday Baltimore event defending the Maryland DREAM Act, which would allow certain undocumented immigrants to attend state colleges at in-state tuition rates, ahead of the November ballot. Following the press conference, supportors will canvass Baltimore neighborhoods to discuss the issue.
"I have a hard time as a teacher telling students they have equal rights to college when they don't," he said.
Cooper, whose class theme is Dream Chasers, said there are a good number of students at Deer Park who would be impacted by the DREAM Act, but he hopes students not affected would be moved by empathy for their peers. He said denying students equal opportunities to higher education would cause the state to lose potential talent.
"I want there to be an investment in all my students," he said.
Cooper's purpose in attending the press conference, which is hosted by Baltimore nonprofit The Intersection, is to advocate for the DREAM Act and dispel myths surrounding it.
"It's about fairness," he said.
A recently released poll conducted by Democratic political consultants revealed that the majority of Maryland voters were in favor of the act.

I agree that a teacher should have an investment in all their students. For that to be true, then those students AND their parents should have an investment in this country. If they are here legally, there is no problem with them attending college. Everyone who is in this country legally is entitled to the same chance at higher education as everyone else. The key to this situation is that the students and their parents need to do whatever it takes to become a citizen of the US and the doors to college and jobs and whatever else they may desire will be theirs. Mr. Cooper, get out of that rally and back into the classroom. Tell those students who you think are being treated unfairly what they have to do to become citizens. When they do, your dream will come true.

When my youngest went to College Park, someone that he knew from PA paid a considerable amount more to attend College Park than what he paid.
Are we saying that a person living in MD illegally has more rights than a citizen from PA?
If we are, that something is really wrong. Sign up to be a legal citizen, otherwise, don't complain about America giving you a lifestyle that evidently affords you more food, clothing and housing than the country you have left.

FIFA - If we accept you position that they pay taxes and are therefore entitled to in state tuition rates (ahead of out of state U.S. citizens attending MD colleges) they should also be given the right to vote. As a former Baltimore County high school teacher of U.S. History, American Government, and Criminal Justice, I disagree with you and Mr. Cooper. What I see are MD students who would otherwise be admitted into MD colleges being denied their opportunity because their places are being taken by those not entitled to in state tuition.

The fact is that the MD Dream Act does NOT require them to have paid taxes. It only requires that the student or his parents FILE income tax returns. They can even back file 3 years of returns from the time the student was age 15-17, pay nothing, and qualify for tax-funded tuition. Further, they can even file tax returns just to get a tax credit!
Our wise legislators had initially had wording in the language of the bill to require that they prove they had actually paid taxes, but that wording was stricken from the bill before its passage. The Democrat legislators who passed this monstrosity knew that it didn't require them to actually pay taxes. Shameful.

We might as well welcome everyone who can sneak in or has the boat/plane fare. While we're at it lets abolish Immigration. @Robert - that is a straw man argument. No one has made that proposal.
I would argue that no Maryland or any other student will be blocked from attending the college of their choice by this law. If you have read the law, which I will presume you have. You are aware these students must attend a community college and either graduate or obtain 60 credit hours before being eligible to attend a 4 year institution as a Junior.
Community colleges turn away no one because of a lack of chairs and 4 year institutions are the same for transferring juniors who meet the academic requirements.

I don't hate immigrants. Trying to apply fair costs, doesn't mean I hate someone. If I don't like someone, it's because I met you and then I make a judgement. One word I don't even like to use is hate. I may not like you, but I try to agree to disagree or if you are a jerk, at least understand what your history may have been to make you that way.
From what I can tell of my immigrant family they did whatever was required to become a citizen. Some of my family was here early (Harper's of Harper's Ferry, Lee family descendants of Robert E. Lee), some came later from Germany and had a brewery and stored beer barrels in Federal Hill along side of the underground railroad.
My father and ancestors fought in our wars and some died for our country. If you are not a citizen, you should be paying a higher tuition. And if you are illegal, why are we even discussing this. What does being illegal even mean?
Why don't we just say anyone can come here and have a school visa, but you have to pay?

Requesting folks to come here legally is not a "hate" concept. Twisting the truth and putting a "rose" on illegal is heaping a bit of a spin that is difficult to accept. When folks disagree with the illegality involved in crossing our borders, there are always a number of folks who throw the "hate" and "race" cards on the table. Usually this is done to try to intimidate. Getting tiresome my friend. Hate is not involved! Race is not involved. Folks coming from south of the border are not a race, they are a culture. Are we going to make the word "culture" an intimidating word as well? I can see where the teacher becomes close with his students and is caught up in the unfortunate dilemma regarding the illegal issues. What will we do, however, if all folks wanting to come to our country decide to come illegally, as many as they want, any time they want? That result is not difficult to figure out and it would definitely not be pretty.

Rewarding bad or illegal behavior will get your more bad or illegal behavior. The teacher unfortunately lives in a very sheltered world. A private sector job for a few months would help him a bit.
When the economy and the stock market tanks and jobs completely dry up under the weight of the debt and pension bombs, those responsible for passing the buck will be exposed. In the meantime, make sure you are not caught holding the bag - investments that will blow up when this happens.

I am 'the teacher' to whom you are referring. First of all, I invite you to spend time in my classroom or at least to introduce yourself before you make assumptions about my life and my perspective. Secondly, the students who will be affected by the passage of the DREAM Act (about 1,000 kids) do not and will not receive any federal or local government assistance as there are already laws that restrict such aid from being given. DREAM will lower tuition rates to the state level (approximately $17,000 per year in savings) for families who have been paying various forms (income, sales, etc.) of taxes in Maryland for years. Undocumented immigrants contributed about 250 million dollars in state taxes last year alone. This issue is not at all related to government spending, so I'm a little bit confused as to the relevance of your argument in this thread.

Mr Cooper I understand you being a teacher you want to see ALL children have a fair chance at a education.Fairness needs to start in the Elementary level where we have 2 types of school. We have Title 1 and non-Title 1 schools. In Title 1 schools,which is based on how many low income students are enrolled receive MANY educational tools,programs, supplies and extra paid positions. In a non-Title 1 school they don't see these things at all(its not in the budget). So before you want to allow illegal citizens a FAIR education, maybe you should use your energy and RALLY for OUR KIDS who belong here. A child's education should NOT be based on how much money their parents make or don't make.

The teacher doesn't understand that a person can come to the US, get citizenship, and buy a house. Then...
This person (lets call him Uncle Sam) came from a war torn country. Uncle Sam knows people that have money back in his old country. These rich people Uncle Sam knows have 2 kids (let's call them Jack and Jill).
The parents send Jack and Jill to live with Uncle Sam in the good old USA. Uncle Sam gets custody of Jack and Jill through our Baltimore County Court system (because you have to have custody to register your kids).
The parents pay Uncle Sam big bucks to house, feed and see that Jack and Jill get to school. Uncle Sam doesn't have a job in the US and the only tax Uncle Sam is paying is on his house because Uncle Sam's money comes from the rich parents that live in the war torn country.
I would say Jack and Jill are lucky not to still live in their war torn country, except that Uncle Sam is a really mean man and that causes Jack and Jill to see the social worker at school. Actually Uncle Sam gets a few more kids and now his basement is really filling up with kids that he sends to school here in the good ole USA.
Uncle Sam is lucky too because now his house is paid off (remember Jack and Jill's parents are rich) and he/Uncle Sam is buying his second house and gosh he has only been in the USA 1 year.
Why don't we just have a magnet USA like some of our schools? Money from that country/parent would go to the school. Could be a way to create jobs.

That's a lot of people in a country that has unemployment problems, too many of their own children in foster homes not getting raised properly, medical costs off the charts so much so that our senior citizens can't afford good doctors.
Yet we have such deep pockets Fifa and Mr. Cooper think we have more to give away. If these kids are already in our schools and the parents qualify for a free and reduced lunch...well looks like we are already footing the bill for food which comes out of my property tax. Where does it stop?

This "teacher" had better watch his step regarding mixing his personal politics with his job as a public school teacher or he will become one more member of the"Jobless in MD" club. I also love the statement that "most" Marylanders are in favor of DREAM - we'll see in November. If the kids want to go to college and can't afford out of state rates, they can get loans just like the rest of us that are struggling to afford the cost of higher education. This is just another incentive for illegals to enter the state and further strain the system. If the are folks out there who want to assist these kids with school, they could easily start a nonprofit with the mission of sending illegals to college - all of the so called Marylanders who favor the act can send in their checks to support the kids and leave the tax payers out of it.

On talk radio, someone was on C4's program (Clarence M. Mitchell, IV) and mentioned that you will find that a poll given by the group that wants something to pass will show favor to the issue because it is a lopsided poll.

Unfortunately JD, the Dream act will pass. 32 of the US Senate have co sponsored a national Dream Act bill. To help undocumented students afford to attend college, 11 states have passed laws that provide undocumented students with the opportunity to receive in-state tuition. California, Illinois, Kansas, Maryland, Nebraska, New Mexico, New York, Texas, Utah, Washington, and Wisconsin permit undocumented students who have attended and graduated from the state’s primary and secondary schools to pay the same college tuition as other state residents. Soon we'll be over-run with the impoverished of the world. Our standard of life will be diminished to provide services for them. For example, they won't buy health insurance as required by Obama Care. But they will still be able to use our hospitals and other medical services for free. 'Nuff said.

I have friends from Asian countries who had to have "sponsors" before they could even come over to the US. It took some people I know up to 8 years before they could come over here. Why are others given privileges while others need sponsors before they can come over here "legally"?

Tomorrow, Baltimore County Community College will host an event which is designed to help get the word out about the DREAM Act. In order to provide a balanced forum for those in attendance, certain members of the Baltimore County GOP asked to be included on the panel, and their request was denied. So, the event goes forward with only the "guest speaker" from progressive activist and special interest group CASA de Maryland.
In my humble opinion, while it is totally appropriate for our institutions of higher learning to be places where ideas can flow openly, and while it is wholly appropriate for diverse views to speak freely, it is wholly inappropriate if agents of our government are using public resources to impose upon a ballot initiative at election time. Beyond being ethically challenged, it may even be criminal.
Even if the organizers are not affiliated with CCBC but are merely creating the image of affiliation in order to drum attendance, I hope they will realize the shame in their misdeeds, and I hope that CCBC will realize the inappropriateness of their involvement and move to either alter or cancel the event accordingly.

I hope the Dream Act promoters have paid a rental fee to CCBC. Because they refused to allow another opinion, it's not a community service program. This is a unilateral attempt to garner support for the Dream Act bill, a political action. We already know what CASA's goals are. FREDERICKSBURG — A 92 percent drop in absentee-ballot requests by military personnel in Virginia is raising concerns that the Pentagon is failing to carry out a federal voting law.
With only 1,746 military voters in Virginia requesting absentee ballots so far this year — out of 126,251 service members in the state —the Military Voter Protection Project says the system has broken down.
And it’s not just in the Old Dominion. MVPP Executive Director Eric Eversole reports significant declines in absentee-ballot requests by service members across the nation.
Compiling data from Virginia, Florida, North Carolina, Illinois, Ohio, Alaska, Colorado and Nevada, Eversole’s organization found that military families have requested 55,510 absentee ballots so far this year. That’s a sharp decline from the 166,252 sought in those states in 2008.

"A new chart put together by the minority side of the Senate Budget Committee finds that, since 2001, the "number of non-citizens on food stamps quadrupled." Here's the chart detailing the growth in regards to non-citizens:
In 2001, according to data obtained by the United States Department of Agriculture, about 425,000 non-citizens were on the food stamp rolls. In 2003, that number increased to 519,000, in 2006 it was 795,000, and in 2009, when President Obama took office, it was 994,000.
Now, in 2012, it's estimated that 1,634,000 non-citizens are on food stamps. That means, since President Obama took office, the non-citizenson food stamps has nearly doubled.
" The 1996 welfare reform law significantly restricted food stamp eligibility for non-citizen immigrants. However, the 2002 farm bill reversed this policy, restoring eligibility and making the enrollment of non-citizen immigrants a high priority," the Senate Budget Committee explains. "Beginning in 2004, the U.S. Department of Agriculture, the U.S. Department of State, and the Mexican government began an ongoing partnership to increase enrollment in food stamps, and other USDA nutrition welfare programs, to eligible Mexican Americans and Mexican nationals living and working in the United States. Today, the USDA’s Food and Nutrition Service website highlights that outreach is provided through 50 Mexican consulates in the U.S."

Although I agree with the conservative group of you on this issue, let me tell you that I generally ignore Joe's wall of texts when he throws them at me.
Links are your friend, Joe, it's not tough to do. It's also considerably easier on both the eyes both for people who want to actually read your material, and to help keep the thread length to something tolerable.
Another pro-tip: If you are a liberal, don't pull data from a clearly liberal media source. Conservatives, same goes to you. The first thing I do, when I actually choose to review someone's content, is do a quick background check on the author and/or the site where the material is found. Context is everything.
