Council Committee Discusses Community Group Legitimacy
A proposal to grant community groups legal standing raised the question of what groups are viable.
A City Council committee started a conversation on Thursday about how and if the city should recognize certain community groups and grant them increased powers.
Councilman Bill Henry, chairman of the Housing and Community Development Committee, said the discussion was needed because of issues raised in legislation aimed at giving community groups standing to challenge city zoning decisions.
Councilwoman Mary Pat Clarke introduced a bill in December that would grant community associations the ability to appeal decisions made by the city’s zoning administrator.
"I had conversations with people interested in [Clarke’s] bill, but had concerns about giving that power to anyone that chose to register themselves on the Planning Department’s [community] list," Henry said.
He said the list in has many traditional community groups that meet regularly and represent a wide swath of their neighborhoods, but that could not be said about all the groups on the list.
"In other cases there are entities on that database that are just one or two people who have chose to claim an area they care about," Henry said.
Although there currently isn’t any legislation in the works, Henry said he would continue to move forward with looking for ways to address the issue of trying to determine the legitimacy of community groups.
"I felt it was a very good conversation there’s some good [ideas to] takeaway from it," Henry said.

You have some areas that are represented by multiple groups that have competing interests and can never see eye-to-eye. If you were to give these groups the power over zoning changes, you would never be able to do anything because they will bickering and suing for years, leading to a climate of uncertainty...and accomplishing nothing...I just think about the fighting that takes place between the RNA and GRIA in Remington which has lead to a situation where you have to spend half of your potential profits fighting to get your permits (TO DO ANYTHING!!!). You will have community groups appealing zoning changes just because they can't stand the thought that the other group may approve of the changes...it puts too much local politics into this very important process.

The City needs to use the auxilary police more in communities. Why can't the auxilary police be trained in and given power to issue sanitation code violation tickets? They could go on community walks with groups. It is time to start using these volunteers for something more than crowd control at Ravens games.

Sean...we can go a step further and deputize citizens so they can issue minor quality-of-life related civil, sanitation, parking, and minor traffic fines as well as provide official sworn statements. This way if you are on a community watch group, you can actually have some leverage to work with (rather than just being able to call in what you see). It's one thing to witness something and it's another to have your actions possibly lead to some resolve.

What really needs to happen here is for a legitimate committee to discuss the legitimacy of the HCDC and of course, Councilman Henry. I honestly believed a few years ago that The Patch/Adam Bednar was a legitimate source and way to discuss the concerns many folks had about CH, but...
