Councilwoman Rochelle "Rikki" Spector, who represents Mt. Washington, Poplar Hill and Sabina-Mattfeldt, voted against the amended budget and for the mayor's $2.8 billion operating budget.

Councilwoman Rochelle "Rikki" Spector introduced legislation aimed at stifling panhandlers in the city.
Spector’s bill would prevent anyone from soliciting while standing in a lane divider, roadway or shoulder. The legislation was assigned to the Judiciary and Legislative Investigations Committee.
The bill was introduced Monday night at during the City Council meeting and is co-sponsored by Councilman Edward Reisinger, Councilman William “Pete” Welch and Councilman James Kraft.
Spector represents the Mount Washington and Poplar Hill neighborhoods in North Baltimore.
She was not available for comment following the council meeting.

It's not like the police are going to enforce it. For one if you fine them, they won't pay (since they have no income/bank accounts/assets) and two, do you really think a police officer is going to take up his entire shift down at central booking over a panhandler who will just be released...

Aren't there more pressing issues facing Baltimore? We keep making new laws without enforcing what’s already in place. What about fining those city council members whose political signs are still littering the streets of Baltimore?

More waste of taxpayer money. I can understand is a panhandler is being aggressive and threatening but most are not. The above comments are on target. I'm so sick of bandaid approaches.

Not since Pratt street was skid row have I seen so many desperate people on the streets of Baltimore. People need and want jobs. I once watched a lady with a kid in tow walk straight to a trash can in downtown Baltimore in front of McDonalds. She found a bag with something to eat in it. Thank goodness for McDonalds. I watched two individuals sell bottle water. When the driver bought water from just one -- the other beat him on his head so hard twice -- yet he clung on so tight to that dollar like he would never get another one in his life. And the best idea we can come up with is to tax them. Great.

Here is a thought...if you don't like panhandlers, don't give em' anything. I am sick of people giving panhandlers money. I work downtown and I see it all of the time. When I say no the next person says yes. It usually looks like the person who has the least to give is the most generous in this respect. Furthermore, they are asking for more than just change. I had one the other day ask me for five bucks...Five Bucks? If you don't like panhandlers, instead of making legislation, don't give them anything and tell them to F off.

The pan handlers have gotten ridiculous, but worse than that is the peddlers selling socks, hats, etc. at some of the busy intersections, weaving in and out of traffic and holding it up to complete as sale in the middle lane. Northern Pky. at Wabash Ave. really bad. Farrakhan's boys are the biggest offenders with their damn bean pies.

bystander...at least they are selling something (some attempt of creating an income). I have no problem with peddlers, as long as they are selling products that are legitimately their's (not stolen). In most of the world it is a respectable way to make money. What I have no respect for are panhandlers who ask for money without an exchange for products or labor. It makes our city look trashy and to an outsider it makes Baltimoreans look like they doesn't want to work.
