The website Rich Block, Poor Block lets you examine the income levels in North Baltimore down to a certain block of a neighborhood.
According to the map of Baltimore, Roland Park, The Orchards and Mt. Washington are among the wealthiest neighborhoods in the city. While Charles Village and communities on the east side of York Road have the lowest median household income in this section of the city.

On a neighborhood level, this is a bad measure (to say the least). To use the American Household survey to determine average rents and incomes does not work because it does not have enough representation (or participants) from each neighborhood to make even a ballpark figure regarding rents or incomes... There is much better data being collected on Baltimoreans locally.
