Bowerman to Step Down as Keswick CEO

Her tenure may be remembered in North Baltimore for a controversial proposal to build a continuing care center in Roland Park.

 

Elizabeth “Libby” Bowerman, the chief executive officer of Keswick Multi-Care Center, has announced that she is stepping down from her position at the end of the year.

An email sent out to the media last week praised Bowerman for leading Keswick during the past 12 years “through steady growth, unveiling new programs and facilities, spearheading renovations, expanding Keswick’s reach into Baltimore’s senior care community and advocating for the geriatric nursing profession.”

Bowerman’s tenure may best be remembered in the surrounding community for Keswick’s attempt to purchase 17.5 acres of land owned by the Baltimore Country Club in Roland Park to build a continuing care retirement community that would have housed 323 residents.

The proposal, which came to light in 2008, drew protests from the Roland Park community. Streets in the neighborhood were lined with signs with the message “Keswick No!” The proposal became so contentious that the New York Times wrote an article about the issue.

Eventually the plans for the sale and the development were scrapped because of opposition from the neighborhood and opposition from state and city elected officials.

The proposal for construction on the land still reverberates in the Roland Park community.

The neighborhood remains interested in purchasing the land from Baltimore Country Club for preservation. That goal of preserving the land was also included in the the city approved earlier this year.

Bowerman declined to be interviewed for this story.
