Prior to earning a Juris Doctor from the University of Maryland School of Law, he was a banker for 12 years. Among other responsibilities, he managed litigation, procedures and policies, regulatory compliance, projects and the budget of a $5 billion bank. Thomas resides in Towson with this wife, Jerri.
