Commercial Energy Efficiency - Lighting Systems FOR the purpose of modifying the authorized methods for complying with  automatic-lighting-shutoff requirements; requiring the use of a room key to activate  the lighting in sleeping units of hotels, motels, boarding houses, and similar  buildings; correcting, clarifying, and conforming related provisions; and providing  for the application of this Ordinance to all new construction or substantial  improvements for which a permit application is filed on or after January 1, 2013.

Investigative Hearing - Baltimore City Environmental Control Board FOR the purpose of requesting the Executive Director of the Environmental  Control Board, the Housing Commissioner, the Director of Public Works, the  Health Commissioner, the Police Commissioner, the Fire Chief, and appropriate  personnel to report to the City Council on the workings of the Board; to clarify the  purpose and process of issuing fines and citations; to address issues of due process,  and; to identify measures that can be implemented to make the entire process more  transparent and equitable for the residents of Baltimore City.

RESOLUTION HOUSING AND COMMUNITY DEVELOPMENT COMMITTEE Informational Hearing - Office of Aging and CARE Services - Commission on  Aging and Retirement Services (CARE) FOR the purpose of of requesting the Commissioner of Health and the Acting  Commissioner of CARE Services to address the City Council on the transition of  CARE from an independent entity to a program under the Health Department’s  Office of Aging and CARE Services; to present information on the services  available to the elderly; to share plans to address delivery of services to meet the  projected increase in the elderly population; and to discuss the methods used to  enable Baltimore City’s elderly residents to be aware of and to access federal, state,  city, non-profit, and private services and resources.

RESOLUTION URBAN AFFAIRS AND AGING COMMITTEE Informational Hearing - Baltimore City Schools - No Child Left Behind FOR the purpose of requesting the CEO of Baltimore City Schools to share with  the City Council the current status of the Elementary and Secondary Education Act  - or No Child Left Behind (NCLB); to address plans to opt out of certain mandates  of NCLB, and; to report on the programs, if any, that will be adopted in place of  NCLB to ensure that Baltimore City students maintain or surpass educational  achievement levels.

Request for State Action - Healthy Maryland Initiative FOR the purpose of expressing support for increasing the state cigarette tax by $1  per pack, along with a similar increase to the tax on other tobacco products, with  the revenue from these tax increases to fund: the state tobacco control program; the  state health improvement process and other community based health initiatives  including those that address childhood obesity or long term care for seniors; and  improved access to health care services for Maryland families.
