Despite Parking Boots, Cars Driving Off

The boots are placed on cars with at least three parking tickets that are at least 30 days delinquent.

Two times in the last nine days in North Baltimroe, residents have driven off in cars the city placed parking boots on—taking the boot with them. 

One boot was placed on a car in the 3300 block of Falls Road on Jan. 21. When a Department of Transportation employee came back to check on the boot two days later, the car and the boot were gone. On Jan. 24 the city placed a boot on a car in the 2600 block of Maryland Avenue, but when the city came back to tow the vehicle, the boot and the vehicle were gone.  

The boots each cost $500 and are placed on a vehicle if it has at least three parking tickets that are at least 30 days delinquent, according to Adrienne Barnes, a spokeswoman for the Department of Transportation. 

In an email, she said the penalty for removing the boot illegally is $500, plus what is already owed the city. Residents removing the boots illegally aren’t all that rare, but don't usually happen with this frequency. On average about one boot per week is removed illegally in the city.

Maybe if the city did not charge worse-than-loanshark rates for late parking tickets, folks would not try to remove the boots themselves. For god sakes, I remember forgetting that I had a $45 parking ticket and three months later the city sent me a notice telling me that I now have to pay $145, because they added a $100 in late fees (THAT'S a 1200% interest rate, and if it were anyone else charging these kinds of fee it would be considered usery and be illegal). Another time the same think happened to me in Howard County but I was a year late and they gave me a $12 late fee (which they said they felt bad having to make me pay this). Since these incidents I have learned to pay my tickets immediately but I can see why people are taking drastic steps to remove the boot.

Forget what the city charges. That's the way it is, so deal with it. Pay up! Stop making excuses. Why not learn from the situation? What does that say about you? You have it all wrong, Baltimore Matt. These drastic steps people are taking are wrong... PERIOD! Don't condone poor behavior because you then become part of the problem.

I am not condoning their actions, I just believe that the city exploits and oppresses their citizens by having fees and taxes that are out-of-step with the rest of the region. There is a difference between responsiblity of the citizens and fairness by the city government. It is one thing to charge a nominal late fee, its another to make it so high that many citizens can't afford it. If the fees are extreme, you will get citizens acting in extreme ways, especially after paying property taxes twices as high as their suburban counterparts and higher income taxes.

Kim, Have you ever hard of the web site www.google.com? I went there and entered "how do I remove a parking boot?" and received 7,060,000 responses. There are many kinds of boots so you will have the find the one for your boot. Why not try this, though. DON'T PARK ILLEGALLY! Then, you won't get any parking tickets that you have to pay. If you do receive a parking ticket, here is a pro tip...PAY THE TICKET RIGHT AWAY. Don't blame the parking enforcement people, BLAME YOURSELF and ACCEPT RESPONSIBILTY FOR WHAT YOU DID.
