The Baltimore City Council begins its review process of Mayor Stephanie Rawlings-Blake’s proposed budget this weekend when it hosts the annual Taxpayer’s Night on Thursday.

On Friday the first of a series of hearings on the budget will be held by the council.

The proposed $2.4 billion operating budget includes a property tax reduction, a new excise tax on cab fares and a new billboard tax.
